Answers
What changes have occurred and why?
ORS Grant programs were last reviewed in 2002. Since that time there has been a significant shift in community participation habits and the industry has continued to evolve.
This current Grants Review found that whilst stakeholders were largely satisfied with the existing ORS grant programs there was a need to refocus the programs to better meet the needs of the industry. In particular, feedback through the review process called for:
- An increased allocation for facilities
- The reduction of red tape through simpler application processes
- A greater focus on the sustainability of sport and active recreation organisations.
The recommendations are therefore principally about realigning the grant programs to meet these needs.
The Active Club Program (ACP) remains relatively unchanged. The minor changes include the simplification of the programs and equipment application process, alignment with STARCLUB principles and the prioritisation of facility applications. Unsuccessful facilities applications will also be given a second chance assessment under the Community Recreation and Sport Facilities Program.
The Community Recreation and Sport Facilities Program (CRSFP) has been allocated an additional $500,000 and will establish a new funding category for Community Sports Hubs and Major Projects (up to $2.5 million). An Expression of Interest (EOI) process will be implemented for larger projects, where applicants request more than $200,000.
The Statewide Enhancement Program (StEP), Move It! and Inclusive Recreation, Inclusive Sport (IRIS) will all be discontinued.
The Sport and Recreation Sustainability Program (SRSP) will be established to support State Sport and Active Recreation Organisations and Industry Representative Bodies to provide leadership for sport and active recreation in South Australia. Organisations will provide profiling documentation to the ORS and a level of funding will determined based on this profile. Funding will be notionally allocated for a three year period.
The Sport and Recreation Development and Inclusion Program (SRDIP, will support projects that foster industry growth, inclusion and initiatives that are of significant community benefit. The SRDIP will also fund the continuation of the scholarship, traineeship and emergency funding programs.

Will my organisation receive the same level of funding as previous years?
The total pool of funding to be distributed to the industry has not changed. Applications will be assessed on merit, according to their ability to meet the individual program criteria and funding will be allocated on that basis.
Will the eligibility criteria change?
The eligibility for the new ORS grant programs remains similar to current eligibility requirements. The table below can be used as a general guide. Fact sheets have been prepared for each of the new grant programs, including broad eligibility criteria. Detailed criteria will be published in the program guidelines.

When will the outcomes of the review start?
All funding offered for the 2012-13 financial year will be through the new suite of funding programs. It is anticipated that programs will be opened between February 2012 and June 2012 for the 2012-13 financial year allocations.
When will Guidelines and Application Forms be available?
The Guidelines and Application Forms will be available on the opening date of each program. It is anticipated that each grant program will open for 8 weeks. They will be available from www.recsport.sa.gov.au.
What will happen to my current grant?
Current grant agreements will not be effected.
Can I get money for retrospective projects?
No, only new projects that have yet to commence will be eligible. The grant period begins from when a grantee has signed a funding agreement.

Will there be funding available for the development of sports facilities?
Yes, $7.695 million will be available under the Community Recreation and Sport Facilities Program. There will be 4 categories under this program:
- Category 1 will accept applications for Facility Planning Projects
- Category 2 will accept applications for facilities up to $200,000
- Category 3 for facilities from $200,001 to $500,000
- Category 4 for Community Sports Hub and Major Projects up to $2.5 million.
Will there be funding for minor facility upgrades?
Yes, clubs will be eligible to apply for facility upgrades under the first round of the year in the Active Club Program (Round 33 – Facilities, Programs and Equipment, opens March 2012) and the Community Recreation and Sport Facilities Program (opens March 2012).
Does my organisation still need to contribute 50% funding to facility projects?
Yes, with the exception of Community Sports Hubs and Major Projects, all facility grants will require at least 50% of the project cost from other sources.
My organisation was successful in the last round of the Active Club Program (Round 32). Can I apply for funding in the next round (Round 33 – Facilities, Programs and Equipment)?
Yes, the new guidelines will not include restrictions on how often clubs can apply for the Active Club Program. However priority will be given to clubs that have not recently received funding through the Active Club Program.
Can my club still apply for sports equipment?
Yes, clubs will still be eligible to apply for sporting equipment under the Active Club Program.

Why have the IRIS and Move It! programs be discontinued?
The new Sport and Recreation Development and Inclusion Program (SRDIP, opens February 2012) is combining the Move It! and IRIS programs along with Streams 2 & 3 of the Statewide Enhancement Program. Feedback from the consultation suggested that criteria for the three programs were similar. This led to confusion regarding which program to apply for, and as a result some organisations applied for the same project under all three funding programs. This practice was inefficient, confusing and unnecessarily time consuming for applicants. This will be resolved through the consolidation of all project funding under the SRDIP.
Will inclusion outcomes be disadvantaged by competing against ‘mainstream' projects?
No, inclusion remains a high priority in the new grants programs.
State Sport Organisations for People with a Disability (SSODs) will continue to receive a loading under the new SRSP to recognise the increased costs to provide services in this area.
In addition the SRDIP will include criteria that will encourage quality projects that educate, facilitate and promote inclusion.
My organisation was previously funded under the IRIS or Move It program. What program do I apply for now?
Organisations that previously applied for funding from the IRIS or Move It program should apply through the Sport and Recreation Development and Inclusion Program (SRDIP - opens February 2012).
Will scholarships and traineeships continue?
Yes, funding has been set aside under the Sport and Recreation Development and Inclusion Program (SRDIP) to ensure the following scholarships and traineeships continue:

What is the difference between the SRSP and the SRDIP?
The review identified widespread confusion regarding the Statewide Enhancement Program (StEP). In particular stakeholders were keen to define the scope of Stream 1 ‘core business' funding to provide clarity around the types of projects eligible for consideration under StEP Stream 2, Move It and IRIS.
The SRSP has been created as a stand-alone program to support state sport and active recreation organisations and industry representative bodies to provide leadership for their affiliates and maintain their operations.
The SRDIP has been created to support the industry to develop and implement projects that will grow their sport or activity, improve services and/or address barriers to inclusion. The program guidelines will include more details on the types of projects eligible under the SRDIP.
